In measuring the respective frontages their sindiosities have been disregarded and only what may be termed the proper frontage has been taken. It will be seen from the plan that even if the boundary referred to in (c) be adopted the extent of the Admiralty and War Department frontage will be increased from 2,350 to 2,430 feet, whilst the Marine Lo tholders' frontage will be reduced from 6,820 to 5,610 feet, or by fully one-sixth of its length. If the boundary referred to in (a) be taken the former will be increased from 2,350 to 2,520 feet, whilst the latter will be reduced from 6,820 to 5,520 feet or by nearly one-fifth of its length.

It is clearly shom by the plan that the Admiralty and War Department have encroached beyond the approved boundaries. They now appear to be attempting to adhere to this encroachment and to establish a claim to an area to which they are in no way entitled. On the other hand the plan demonstrates that the Marine Lotholders would suffer a very heavy loss of frontage by the present proposal.
